Is voting for fewer than 10 council candidates a good strategy?

After writing up this post on Vancouver neighbourhoods that “undervoted” in the 2011 municipal election — and reading pieces on strategic undervoting, or “plumping”, by Anne Roberts and Frances Bula — I found myself beginning to wonder whether using up less than 10 of your votes for council is really a good strategy.
